Adds definition of "collaboration" malt liquor as beer produced by two or more brewers or brew pubs jointly engaged in crafting, brewing, promoting, or marketing the product, even if commercial production occurs at a single licensed premises.

Permits holders of brewer taproom licenses to sell collaboration malt liquor on-site provided that at least 80 percent of all draft lines feature malt liquor produced by the brewer itself.

Restricts brewers to holding only one taproom license and prohibits brewers from holding any ownership interest in a brew pub.

Applies all existing retail liquor license provisions to brewer taproom licenses unless explicitly inconsistent with this subdivision.
