Authorizes licensed pharmacists to prescribe self-administered hormonal contraceptives, nicotine replacement medications, and opiate antagonists for acute opiate overdose treatment in accordance with standardized protocols to be developed by the Board of Pharmacy by January 1, 2021

Requires pharmacists to complete specialized training programs and continuing education from accredited providers before authorization to prescribe these medications

Establishes age restrictions allowing pharmacists to prescribe contraceptives to patients 18 and older, or to patients under 18 who have previously been prescribed hormonal contraceptives by physicians, physician assistants, or advanced practice registered nurses

Requires health plans providing prescription coverage to cover drugs prescribed and dispensed by pharmacists under these new authorities under the same terms as if prescribed by licensed physicians or other authorized practitioners

Allows Medicaid (medical assistance) to cover self-administered hormonal contraceptives, nicotine replacement medications, and opiate antagonists when prescribed and dispensed by licensed pharmacists in accordance with the bill's requirements
