Grants tribal health departments access to birth data for child support enforcement purposes, matching authority previously granted only to county social services and public health officials.

Authorizes disclosure of mother's name, address, and child's date of birth to tribal health departments for purposes of providing family services under section 124D.23.

Permits tribal health departments to receive health data associated with birth registration that identifies mothers or children at high risk for serious disease, disability, or developmental delay to assure access to appropriate health, social, or educational services.

Adds "tribal" to the list of governmental agencies that may receive certified birth and death records when necessary for the agency to perform its authorized duties.
