Permits licensed physician assistants to practice without requiring a delegation agreement with a physician, effective July 1, 2020.

Establishes "collaborative agreement" as the supervisory relationship model, requiring physician assistants to complete 2,080 hours of practice within a collaborative setting before licensure qualification.

Authorizes physician assistants to independently prescribe, administer, and dispense legend drugs, controlled substances, and medical devices without physician delegation.

Requires annual review of physician assistant practice agreements by a licensed physician within the same facility to ensure consistency with scope of practice.

Prohibits insurance coverage denial based on prescriptions written by physician assistants and expands prescribing authority to include controlled substances with appropriate DEA registration.
