Modifies Minnesota Statutes 2018, section 214.40, subdivision 3, regarding participation requirements for health care facilities and organizations in the volunteer health care provider program.

Clarifies that facilities or organizations must have as their primary purpose either providing health care services to the uninsured and underinsured, or providing free health care monitoring or screening services to detect undiagnosed disease or health conditions.

Adds requirement that facilities or organizations must provide information about recommended follow-up services as part of their primary purpose.

Establishes an annual participation fee of $50 for health care facilities and organizations, with collected fees deposited into the state government special revenue fund for program administration.

Takes effect July 1, 2019.
