Prohibits manufacturing, selling, offering for sale, distributing for sale, or distributing for use in Minnesota food packaging any materials to which PFAS have been intentionally added in any amount.

Defines "PFAS" (perfluoroalkyl and polyfluoroalkyl substances) as a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom.

Defines "food package" to include packages and packaging components intended to market, protect, or handle products for food contact or storage, encompassing containers, trays, wrappers, films, bags, tubs, closures, coatings, inks, and labels.

Assigns enforcement to the Minnesota Attorney General under section 8.31.

Effective date is January 1, 2020.
