Increases voting members representing nonemergency medical transportation providers from four to five, with one member required to be a taxicab owner or operator.

Maintains four voting county representatives using rural-urban commuting area classifications, appointed by the Association of Minnesota Counties and Minnesota Inter-County Association.

Includes three voting members representing medical assistance recipients with disabilities, mental illness, seniors, children, and low-income individuals.

Includes four legislative voting members (two from house, two from senate, one from each party) and voting members from demonstration providers, transportation coordinators, the Minnesota State Council on Disability, the Commissioner of Transportation, the Minnesota Ambulance Association, and the Minnesota Hospital Association.

Prohibits advisory committee members from being employed by the Department of Human Services and provides no compensation for service.
