Expands the disaster recovery loan program to include damage caused by the weight of snow, sleet, or ice in addition to high winds, hail, tornado, and flood.

Adds highly pathogenic avian influenza in commercial poultry or game flocks as a qualifying disaster, allowing farmers to replace flocks, make building improvements, or cover revenue loss.

Allows the authority to approve loans for emergencies determined by the authority, in addition to disasters in counties with state or federal disaster declarations.

Requires borrowers to demonstrate ability to repay the loan and have received at least 50 percent of average annual gross income from farming over the past three years.

Makes the act effective retroactively from January 1, 2019.
