Increases the maximum number of e-learning days allowed for inclement weather from 5 to 10 days per school year in Minnesota school districts and charter schools.

Adds provision allowing up to 10 additional e-learning days when a public health emergency causes the governor to authorize the commissioner of education to alter, curtail, or order school closures.

Defines e-learning days as school days where students receive full access to online instruction from their individual teachers and counts such days toward required instruction hours and days under Minnesota Statutes section 120A.41.

Applies to school calendars for all grade levels including kindergarten, grades 1-6, grades 7-12, all-day kindergarten, and prekindergarten students.

Becomes effective the day following final enactment.
