Establishes an evidence-based evaluation process for all prekindergarten through grade 12 grant programs funded by legislative appropriations to the commissioner of education, effective July 1, 2019.

Requires grant applicants to include a statement of goals aligned to Minnesota's World's Best Workforce initiative and the federally required Every Student Succeeds Act accountability systems.

Mandates applicants describe strategies to meet stated goals and include a plan to collect data measuring the effectiveness of those strategies.

Requires grant recipients to submit a report within 180 days of grant period end describing collected data, evaluating strategy effectiveness, and potentially proposing alternative strategies based on results.

Reports must be submitted to the commissioner of education, relevant legislative committee chairs and ranking minority members, and filed with the Legislative Reference Library.
