Establishes the TCE emission response account within the environmental fund to hold net proceeds from Water Gremlin Company's March 1, 2019 settlement for unlawful trichloroethylene emissions, plus investment earnings.

Account funds may be spent, subject to legislative appropriation, to assess and address effects of TCE emissions in the White Bear Township area of concern.

Creates a stakeholder group including representatives from the Minnesota Department of Health, Pollution Control Agency, cities of Gem Lake and White Bear Lake, White Bear Township, Neighborhood Concerned Citizens Group, affected residents, and Ramsey County (nonvoting).

Directs stakeholders to identify and recommend projects for account funding, including specific projects, testing needs, communication improvements, and policy changes for responding to hazardous chemical releases.
