Allocates $40,000 to the Board of Trustees of the Minnesota State Colleges and Universities for mental health counseling support through Minnesota State Agricultural Centers of Excellence, with South Central College and Central Lakes College serving as fiscal agents.

Allocates $30,000 for coordinating public information, farmer mental health marketing, training coordination, outreach activities, and engaging farm groups to reduce stigma around stress, anxiety, and other mental health challenges.

Designated as a one-time appropriation effective the day following final enactment.
