Establishes background study fees of no more than $110 for guardians and conservators, $50 for individuals who have not left Minnesota in the past ten years, and $100 for those who have resided outside Minnesota during that period.

Mandates the Commissioner of Human Services conduct quarterly reviews of state licensing agency data for 14 specified agencies to identify new sanctions or disciplinary actions against proposed guardians or conservators.

Expands background study requirements to include criminal history data from the National Criminal Records Repository and state licensing agency records directly related to professional fiduciary responsibilities.

Extends background study completion timelines from 15 to 20 working days for criminal history data and requires background studies to be completed within 30 days of appointment if appointed before study completion.
