Defines "transfer" as the authorization to move state money between funds, accounts, or agencies within the state treasury, requiring the amount reduced in one account to equal the amount increased in another.

Prohibits the commissioner of management and budget and the commissioner of human services from making any transfers for the Department of Human Services, notwithstanding other existing transfer authorities.

Requires the commissioner of human services to report all appropriation transfers to the chairs of the senate finance and house ways and means committees.

Directs the commissioner of human services to submit a comprehensive report by October 1, 2021, identifying every statutory appropriation to the department, including the fund, statutory citation, revenue source, rationale, and projected revenue and expenditures.
