Provides relief to students affected by Argosy University, Twin Cities' closure on March 8, 2019, who were enrolled in the January 2019 term or summer/fall 2018-2019 terms.

Authorizes the commissioner of higher education to make direct payments of state grant refunds and postsecondary child care grants to eligible students at their last known addresses.

Permits reversal of SELF loan disbursements made on or after January 1, 2019, and allows reversal of SELF loans to resolve unresolved refunds owed to lenders.

Requires eligible students to assign claims against Argosy to the Office of Higher Education as a condition of receiving payments; the commissioner must pursue all such claims against Argosy and other legally responsible entities.

Establishes October 31, 2019 deadline for student payments and requires the commissioner to report by November 30, 2019 on actions taken, available transfer options, and suggested legislative measures to prevent future school closures; section expires June 30, 2020.
