Exempts persons performing only hairstyling (cleaning, drying, arranging, or styling hair, including hair extensions and wigs) from cosmetology licensing requirements if they complete a four-hour health, safety, and infection-control course and carry proof of completion.

Exempts persons performing only makeup services (application of cosmetics to enhance face or skin, including airbrush application) from cosmetology licensing requirements under the same four-hour course requirement.

Excludes hair cutting, dyeing, bleaching, chemical treatments, and permanent makeup from the exempted services; these services still require full cosmetology licensure.

Exempts facilities providing only hairstyling and makeup services (as defined above) from requiring a salon license under Minnesota Statutes.

Modifies the Board of Cosmetologist Examiners appropriation from $2,935,000 to $2,904,000 for the current fiscal year and to $2,923,000 for the following fiscal year.
