Amends Minnesota Statutes section 16A.28, subdivision 3, to establish expiration dates for policy provisions in appropriation bills that fund multiple departments and agencies.

Prohibits provisions in multi-department appropriation bills from permanently adding to or modifying Minnesota Statutes law.

Any provision in a multi-department appropriation bill that attempts to modify statutory law expires at the end of the fiscal biennium in which it is enacted.

Effective July 1, 2019, and applies to appropriation bills enacted on or after that date.

Removes reference to section 15.76 exception in the lapse and expiration provisions for appropriations.
