Establishes a temporary subcommittee of the Minnesota Recovers Task Force appointed by the commissioner of public safety to review the state's disaster mitigation, response, and recovery system with focus on climate stresses and lower-level disasters without federal or state declarations.

Requires subcommittee membership to include representatives from state departments (Public Safety, Human Services, Transportation, Health, Natural Resources, Human Rights), Housing Finance Agency, local governments, higher education, nonprofits, philanthropic organizations, and at least two representatives each from Minnesota Voluntary Organizations Active in Disaster (MNVOAD) and Association of Minnesota Emergency Managers (AMEM).

Directs the commissioner to convene the subcommittee's first meeting by August 1, 2020, and requires submission of findings and recommendations to the Minnesota Recovers Task Force and legislative committees by February 15, 2021; subcommittee expires February 28, 2021.

Authorizes the commissioner of public safety to award grants to nonprofit organizations and local units of government for improving local disaster response and recovery capacity, with preference given to areas with less disaster volunteer capacity.

Appropriates unspecified amounts in fiscal year 2020 for subcommittee operations, grants to a state affiliate nonprofit disaster organization for staff and operations, and local disaster response and recovery grants.
