$3,000,000 appropriated from the general fund to the commissioner of employment and economic development for a grant to Firefighters for Healing to design, construct, and equip residential units across the street from Hennepin County Medical Center for temporary housing of burn victims and their families during treatment.

Project includes office space for Firefighters for Healing and must prepare the building for connection to the medical center via a new skyway on the same floor as the residential units.

$2,000,000 appropriated from bond proceeds fund to Hennepin County to design, construct, and equip the skyway connecting the medical center to the residential units building.

Both appropriations are conditional, requiring the commissioner of management and budget to verify that at least $2,000,000 (for residential units) and an equal matching amount (for skyway) have been committed from nonstate sources to complete the projects.

Commissioner of management and budget authorized to sell and issue up to $2,000,000 in state bonds to fund the skyway appropriation, effective the day following final enactment.
