Modifies Minnesota Statutes 2018, section 126C.10, subdivision 3, regarding compensatory education revenue in school districts.

Requires a percentage of compensatory revenue to be used for: (1) extended time activities, or (2) Language Essentials for Teachers of Reading and Spelling (LETRS) training for licensed elementary teachers.

Sets the required percentage as 1.7 percent for fiscal year 2018, 3.5 percent for fiscal year 2019, and 3.5 percent plus the percentage change in the formula allowance from fiscal year 2019 for fiscal year 2020 and later.

Mandates schools prioritize LETRS training by grade level (kindergarten, first grade, second grade, third grade) and complete training in the highest priority group before moving to the next group.

Requires remaining revenue after kindergarten through third grade teacher training is complete be used for comprehensive, scientifically based or evidence-based structured reading instruction to students.
