Requires commissioners of human services, education, and employment and economic development to develop and implement a plan to assist transition-age youth with disabilities (ages 14-24) to achieve competitive integrated employment using customized employment strategies and individualized options funded under federal Rehabilitation Act Title I and Title VI, Part B.

Directs commissioners to jointly develop a coordinated plan to expand employment options for individuals with significant disabilities, including those with mental illness, who have experienced interrupted employment or selected competitive integrated employment and have ability to engage in training programs or need intensive ongoing support services.

Mandates the plan include recommendations for aligning funding, creating employer incentives, building service capacity, ensuring equitable access for underrepresented populations, supporting small businesses owned by individuals with disabilities, expanding microgrants, and providing training for disability service providers transitioning to support competitive integrated employment.

Requires commissioners to submit a joint report by August 1, 2021 to legislative committees and stakeholders outlining both plans with legislative recommendations and including summary data on individuals' employment status, earnings, service provider capacity, and data from states that eliminated subminimum wage certificates.
