Requires health plan companies to provide written notice to enrollees at least 60 days before dependent child coverage ends at age 26, including the coverage end date and MNsure website information.

Establishes an insulin safety net program requiring manufacturers to provide urgent-need insulin supplies (30-day supply) to eligible Minnesota residents for a maximum $75 co-payment, with no prior insurance coverage required.

Creates a continuing manufacturer patient assistance program for individuals with family income at or below 400% of federal poverty guidelines, providing 90-day insulin supplies for up to $25 co-payment per supply.

Requires the Board of Pharmacy to develop informational materials, maintain a list of trained navigators, and report annually on program usage; manufacturers must submit public awareness campaigns to the Commissioner of Health for approval.

Appropriates $250,000 in fiscal year 2020 for navigator training and assistance bonuses, and $76,000 annually in fiscal years 2021-2023 to the Board of Pharmacy for program implementation; program sunsets December 31, 2023.
