Permits the city of North Branch to increase the membership of its Public Utilities Commission from the current size to five members, notwithstanding Minnesota Statutes sections 412.331 and 412.341, subdivision 1.

Limits concurrent service to no more than two members who may also serve as city council members.

Requires terms for additional commission members to be staggered and set in accordance with the Public Utilities Commission bylaws.

Effective the day after the city of North Branch's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
