Expands the list of approved services available under the essential community supports program to include respite care and adult companion services, in addition to existing services like adult day services, caregiver support, homemaker support, chores, personal emergency response devices, home-delivered meals, and community living assistance.

Maintains the monthly benefit limit of $400 per person per month for essential community supports with authorization periods not exceeding 12 months.

Requires individuals receiving essential community supports to also receive service coordination, capped at $600 per 12-month authorization period, as part of their community support plan.

Requires annual reassessment of eligible individuals to ensure continued compliance with eligibility criteria including being age 65 or older, ineligible for medical assistance, and assessed as not requiring nursing facility level care.

Authorizes the commissioner to use federal matching funds to support essential community supports services as needed to meet demand.
