Establishes new regulations for unmanned aerial vehicle (UAV) use by law enforcement, requiring search warrants except in emergencies, public safety events, terrorist threats, disasters, threat assessments, reasonable suspicion of criminal activity, crash reconstruction, training, or government entity requests.

Expands location tracking warrant requirements to cover "unique identifiers" (numeric or alphanumeric strings associated with electronic communication accounts) in addition to electronic devices, with 60-day authorization periods and extension provisions.

Requires law enforcement agencies to document all UAV deployments, delete data within seven days unless part of active investigation, establish written policies with public comment, and prohibits facial recognition technology and weapons on UAVs.

Mandates biennial reporting to legislature on all tracking warrants and electronic communication information warrants, including approval rates, offenses, and applicant information, with reports made public through state court administrator.
