Changes the title of Minnesota Statutes section 116L.96 from "Displaced Homemaker Programs" to "Minnesota Family Resiliency Partnership"

Modifies the commissioner of employment and economic development's authority from "may" to "shall" enter into arrangements with private or nonprofit organizations to provide counseling and training services to displaced homemakers

Updates terminology across four statutory sections (116L.19, 116L.666, 357.021 subdivision 1a, and 517.08) to replace "displaced homemaker program(s)" with "Minnesota Family Resiliency Partnership" or "displaced homemaker programs as federally defined including the Minnesota Family Resiliency Partnership"

Maintains existing provisions requiring the commissioner to assist displaced homemakers with welfare program applications and ensuring stipend income is disregarded for general assistance grant eligibility determinations
