Adds new subdivision 13 to Minnesota Statutes section 121A.15 establishing minimum safety standards for vaccines required for school enrollment.

Prohibits schools from excluding students for lack of immunization records unless FDA approval studies evaluated vaccine safety against a placebo or another FDA-approved vaccine tested against a placebo.

Requires FDA approval studies to evaluate vaccine safety for at least one year after administration.

Mandates vaccines be evaluated for potential to cause cancer, gene mutations, fertility impairment, and autism spectrum disorder.

Requires the Commissioner of Health to post on the department website any known vaccine-caused injuries or diseases and their occurrence rates, and requires study of adverse effects when vaccines are administered together.
