Expands medical assistance eligibility to persons screened by any CDC-funded breast and cervical cancer control program, rather than limiting to Minnesota-specific programs only.

Requires applicants to meet CDC National Breast and Cervical Cancer Early Detection Program (NBCCEDP) income eligibility guidelines and be under age 65.

Limits medical assistance coverage to services provided during active treatment for breast or cervical cancer, including precancerous conditions and early stage cancer.

Waives standard income and asset eligibility requirements for eligible persons, allowing them to qualify based solely on screening, treatment need, income guidelines, and age criteria.

Restricts eligibility to persons not otherwise covered by creditable health insurance or eligible for medical assistance under federal law.
