Establishes a grant program under the Department of Commerce to award grants to nursing homes for installing energy conservation improvements, with a maximum of $500,000 per nursing home.

Eligible expenditures include costs to design, engineer, procure, and install energy conservation improvements, with preference for grants paired with utility energy efficiency programs.

Requires a competitive application and review process based on criteria including energy usage reduction, nursing home financial viability, project readiness, innovation, community impact, fossil fuel emissions reduction, and job creation.

Directs the commissioner to coordinate with the commissioner of human services and other agencies, and to submit a report by September 1, 2022, detailing participants, projects completed, energy reductions achieved, and estimated customer bill savings.

Appropriates funds from the general fund in fiscal year 2021 for the program, available until June 30, 2022, with up to 5 percent of the appropriation allowed for program administration.
