S.F. No. 3164 - The Alec Smith Insulin Affordability Act

• Establishes an Emergency Insulin Assistance Program beginning July 1, 2020, administered by the Commissioner of Administration to provide up to 3-month insulin supplies to eligible Minnesotans for a $30 monthly co-payment, with pharmacies required to participate as a condition of doing business.

• Creates a Minnesota Insulin Patient Assistance Program administered by MNsure beginning July 1, 2020, that connects eligible patients with insulin manufacturer assistance programs for free insulin through community pharmacies, mail-order pharmacies, or health care providers.

• Requires all health insurance plans to cap insulin cost-sharing at $30 per month's supply, effective January 1, 2021, and mandates health plans notify dependent children at age 26 when coverage ends.

• Implements mandatory insulin manufacturing and wholesaling registration fees and reporting requirements, with fees deposited into an Insulin Assistance Account to fund the emergency program and MNsure administrative costs.

• Appropriates $400,000 for emergency program implementation, $250,000 for public awareness campaign, and $250,000 for navigator training in fiscal year 2020 from the health care access fund.
