Increases the cap on supportive housing units for homeless adults with mental illness, substance abuse, or HIV/AIDS in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, or Washington County from 226 to 376 units.

Requires at least 70 percent of supportive housing units to serve homeless adults who are about to be or have been discharged within the previous six months from a regional treatment center, state-contracted psychiatric bed, or residential mental health or chemical dependency treatment program.

Defines "homeless adult" as a person living on the street or in a shelter, or discharged from a treatment facility with no appropriate housing available and lacking resources and support necessary to access housing.

Establishes housing support rate limitations for persons receiving federal or state housing subsidies, limiting rates to the supplementary rate and calculated by subtracting countable income exceeding the MSA equivalent rate from the service rate.

Permits agencies to replace beds with rates exceeding the MSA equivalent rate only when those beds become available due to facility closure, licensure changes, or downsizing, with transfers between agencies requiring mutual agreement.
