Creates new Minnesota Statute 169.812 establishing specific requirements for escort vehicles accompanying overdimensional loads based on load width and length rather than discretionary permit requirements.

No escort vehicle required if overdimensional load width is 15 feet or less (bottom) or 16 feet or less (top); one rear escort required on divided roadways if load exceeds these widths; one lead and one rear escort required on undivided roadways if load exceeds these widths.

For length requirements, one rear escort required on divided roadways if load exceeds 110 feet; one lead and one rear escort required on divided roadways if load exceeds 150 feet; one lead and one rear escort required on undivided roadways if load exceeds 110 feet.

Defines "licensed peace officer," "escort driver," and "flagger" with specific certification requirements under Minnesota law; allows commissioner to require additional escorts when necessary for public safety or road protection and to specify whether operators must be licensed peace officers or certified escort drivers.

Repeals Minnesota Statutes 2018, section 169.86, subdivision 3b, which previously gave commissioners discretion to determine minimum number of escorts needed; effective the day following final enactment.
