SF3275 Summary

• Creates a technology and cybersecurity account in the special revenue fund with secretary of state retaining 2% of nondedicated general fund fees for election system maintenance and cybersecurity capabilities, effective July 1, 2020.

• Requires voters who register on election day to cast provisional ballots instead of regular ballots, with acceptance or rejection of the provisional ballot envelope determined within seven days based on voter registration eligibility.

• Modifies voter registration procedures for absentee ballot voters by requiring proof of residence to be presented to the witness marking ballots and allowing voter registration applications to be removed from return envelopes before ballot counting.

• Extends election canvass deadlines from 2-3 days to 10 days for state primaries and 10-17 days for state general elections to accommodate processing of election day registrations.

• Appropriates $7,389,506 from the Help America Vote Act account for election cybersecurity grants and $4,000,000 from the general fund for provisional ballot implementation and supplies.
