Eliminates the requirement that the state's medical review agent determine medical necessity before admission to psychiatric residential treatment facilities, effective August 1, 2020, or upon federal approval.

Transfers oversight responsibility to the commissioner of human services to review referrals, eligibility criteria, clinical services, and treatment planning for admitted clients to ensure compliance with clinical, state, and federal standards.

Requires the commissioner to establish a statewide per diem rate per provider for psychiatric residential treatment facility services for individuals 21 years of age or younger, with rates not exceeding what providers charge other payers.

Permits either the facility or the licensed professional to submit billing for professional services arranged and provided at the facility, rather than requiring facility billing only.

Requires providers to submit annual cost reports on a uniform form following federal Medicare cost reporting requirements to inform the rate-setting process.
