Adds new subdivision 10 to Minnesota Statutes 2018, section 245A.03, establishing child-adult capacity ratios and age distribution restrictions for group family day care programs.

Defines group family day care as day care for no more than 18 children at any one time, including all children of any caregiver present in the residence.

Sets capacity ratios for 10-child programs: one adult serves up to 10 children under 11 years old, with no more than 8 under five years old and no more than 2 under 12 months but over six weeks old.

Sets capacity ratios for 12-child programs: one adult serves up to 12 children under 11 years old, with no more than 10 under five years old and no more than 2 under 12 months but over six weeks old.

Sets capacity ratios for 18-child programs: two adults serve up to 18 children under 11 years old, with no more than 16 under five years old and no more than 4 under 12 months but over six weeks old; allows a helper to replace the second adult when only one infant (under 12 months but over six weeks old) is present.
