Amends Minnesota Statutes section 97A.441, subdivision 1 to expand eligibility for free angling and spearing licenses to residents with permanent physical disabilities.

Adds new category (9) for residents receiving disability pension payments for total and permanent disability, making them eligible for free licenses.

Establishes that a driver's license or Minnesota identification card bearing the applicable disability designation under section 171.07, subdivision 17 serves as satisfactory evidence to obtain a license at all agent locations.

Free licenses are issued by authorized license agents to blind residents and those receiving various federal and state disability benefits including Supplemental Security Income, Social Security disability aid, workers' compensation, Railroad Retirement Act benefits, and United States Postal Service disability pay.
