Modifies the deadline for charter commission member appointments from 30 days to 60 days after term expiration, with a fallback 30-day period for city governing bodies to appoint if the chief judge fails to meet the deadline.

Explicitly permits the chief judge to reappoint existing commission members upon term expiration, in addition to appointing new members.

Changes charter commission expense funding calculation to the greater of 0.07 percent of the city's current certified general property tax levy or $1,500, with a maximum of $20,000 annually, replacing the previous structure of $10,000 for first-class cities and $1,500 for other cities.

Allows city councils to authorize additional charter commission expenses beyond the specified amounts when considered necessary.
