Amends Minnesota Statutes sections 515B.1-102 and 515B.2-118 relating to the Minnesota Common Interest Ownership Act governing condominiums, cooperatives, and planned communities.

Creates a court approval process allowing associations to petition district court to reduce the voting percentage required for amendments to declarations, bylaws, or articles of incorporation when member approval falls short of standard requirements.

Court may approve petitions if it finds that 67 percent of votes were obtained (or majority for nonresidential units), reasonable efforts were made to solicit member approval, and the amendment is reasonable, but cannot override requirements for unanimous consent or execution by specific parties.

Court approval process requires the association to provide at least 15 days' notice to all members and secured parties before hearing, with hearing scheduled at least 90 days after filing petition.

Upon court approval and recordation in all relevant counties, the amendment becomes effective with the same force as if properly adopted under all statutory and governing document requirements.
