Allows 16- and 17-year-olds to operate amusement rides and load/unload passengers at fixed-site amusement parks, provided they comply with all child labor standards and have an on-site supervisor who is at least 18 years old and trained on the specific ride.

Permits 16- and 17-year-olds to operate lawn care equipment (lawn trimmers, weed cutters, pedestrian-controlled mowers, and ride-on mowers meeting ANSI/OPEI B71.1 2017 standards) if they receive safety training and wear required protective equipment including safety glasses, hearing protection, gloves, safety vest, and work boots.

Restricts lawn care equipment operation by minors to direct employment by golf courses, resorts, municipalities, or rental property owners performing work on those properties.

Requires amusement ride operators to maintain documented training policies covering operating procedures, safety procedures, unusual conditions, and evacuation plans, with written certification for each operator.

Modifies daily inspection requirements to allow operators who are 18 years or older to perform certain daily inspections, in addition to certified amusement ride inspectors, using ASTM Standards F 770-93.
