Appropriates $1,000,000 from the bond proceeds fund to the commissioner of natural resources for a grant to St. Louis County for the Voyageur Country ATV Trail project.

Funds shall support design, planning, permitting, right-of-way acquisition, and construction of Phase I of the Voyageur Country ATV Trail connections in the areas of Orr, Ash River, Kabetogama Township, and International Falls.

Authorizes the commissioner of finance to sell and issue general obligation bonds of the state in an amount up to $1,000,000 to provide the appropriated funds.

Bond sale and issuance shall follow procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.
