Modifies the solar energy incentive program to allocate $17,000,000 in 2020; $15,000,000 in 2021; $15,000,000 in 2022; $10,000,000 in 2023; and any unspent amounts in 2024, funded by money withheld from renewable development account transfers.

Extends unspent program year allocations to be available until December 31 of the sixth year for use in subsequent years, with any remaining unspent amounts after January 1, 2025 transferred to the renewable development account.

Requires the commissioner of commerce to determine the total remaining obligation for the "Made in Minnesota" solar energy production incentive program by June 30, 2020 and report the amount to relevant legislative committees.

Appropriates the determined remaining "Made in Minnesota" obligation in equal amounts over four consecutive fiscal years beginning in fiscal year 2021 from the renewable development account to make final payments to approved applicants.

Repeals Minnesota Statutes 2018, section 216C.417 (the "Made in Minnesota" solar energy production incentive program) effective October 16, 2023.
