Expands income eligibility from 100 percent to 200 percent of the federal poverty guideline and changes the income measurement period from calendar year to six months immediately before program enrollment.

Replaces specific wage and health care benefit requirements with reference to the current state minimum wage for both placement grants ($9 per hour plus benefits becomes current state minimum wage) and retention grants ($10 per hour plus benefits becomes current state minimum wage).

Adds long-term success support requirement including participant coaching for two years after job placement to the program's education and training obligations.
