Expands the definition of "modular home" to include one- or two-family dwellings (previously single-family only) constructed to Minnesota Rules chapters 1360 or 1361 and attached to a State Building Code foundation

Sets payment amounts to the manufactured home relocation trust fund at $3,250 per single-section manufactured home and $6,000 per multisection manufactured home when a park closes or converts to another use

Requires park owners to pay the lesser of actual approved relocation costs or the set amounts within 60 days of invoice from a neutral third party

Establishes an annual $15 per licensed lot assessment on park owners when the trust fund balance falls below $2,000,000 as of June 30, payable by December 15

Changes the resident payment deadline for the $15 assessment from November 30 to October 31 and allows park owners to recoup costs as a lump sum or monthly fee not exceeding $1.25
