Removes the Pollution Control Agency's authority to set maximum allowable emissions standards for motor vehicles, limiting the agency to setting air quality standards only.

Requires the statement of need and reasonableness for any rulemaking on air quality, solid waste, hazardous waste, or water quality standards to include comparisons with federal standards and similar standards in bordering states and EPA Region 5 states.

Appropriates $1,000,000 in fiscal year 2021 to the Pollution Control Agency commissioner to study the anticipated environmental and economic impacts of adopting California's motor vehicle emissions standards.

Requires the commissioner to report study results to legislative committees with environment and natural resources jurisdiction by February 1, 2023.
