Establishes the Prairie Island Net Zero Project with the goal of the Prairie Island Indian Community developing an energy system that results in net zero emissions.

Commissioner of commerce must enter into a grant contract with the Prairie Island Indian Community to fund research, development, public education, and implementation of renewable energy projects.

Appropriates $46,200,000 in fiscal year 2021 from the renewable development account for the grant as a one-time appropriation.

Prairie Island Indian Community must submit a comprehensive project plan by July 1, 2021, and annual progress reports beginning July 1, 2022 until project completion, with final report due within 90 days of completion.

Any unspent funds must be returned to the commissioner of management and budget within 30 days of the final report submission and re-deposited into the renewable development account.
