Creates a new law defining "historic preservation corps" as nonprofit 501(c)(3) corporations that provide on-the-job training and workforce development to youth and young adults through repair and maintenance of historic structures, buildings, and sites.

Designates historic preservation corps as governmental units eligible to participate in joint powers agreements under Minnesota Statutes section 471.59.

Amends section 471.59 to add historic preservation corps to the list of entities that can enter into joint or cooperative contracting agreements with other governmental units, including cities, counties, schools, the University of Minnesota, and the Minnesota Historical Society.

Expands the definition of "governmental unit" in joint powers agreements to include nonprofit hospitals, rehabilitation facilities, employment providers, and day and supported employment services.
