Requires the Commissioner of Management and Budget to reduce the Commissioner of Human Services' appropriation by $158,000 for each month in fiscal year 2021 that duplicate personal identification number requirements are not fully implemented.

Increases the monthly reduction to $209,000 for each month in fiscal year 2022 that the requirements remain unimplemented.

Reduces the monthly appropriation cut to $199,000 for each month in fiscal year 2023 that full implementation is not achieved.

Applies penalties based on non-compliance with requirements previously established in Laws 2019, First Special Session chapter 9, article 7, section 45.
