Increases the minimum biofuel content requirement in gasoline sold in Minnesota from 10.0 percent to 15.0 percent by volume.

Requires fuel retailers selling gasoline/biofuel blends at retail to provide one dedicated fuel pump dispensing a 9.2 to 10.0 percent biofuel blend for motorists whose vehicles are not approved to use blends containing more than 10 percent biofuel.

Adjusts compliance tolerance range for biofuel blends from 9.2-10.0 percent to 13.8-15.0 percent by volume.

Modifies dates for conventional biofuel composition requirements: July 1, 2020 (90 percent), January 1, 2022 (80 percent), January 1, 2024 (70 percent), January 1, 2027 (60 percent), and January 1, 2032 (no minimum).

Updates exemption references in existing statute from subdivisions 10-14 to subdivisions 10-17 to reflect the addition of the new pump requirement subdivision.
