Defines "wake surfer" as a person who wake surfs and "wake surf" as surfing a wake with or without a tow rope, or operating a boat that creates a wake intended to be surfed by another person.

Requires watercraft operators engaged in wake surfing to have either an observer on board in position to continually watch the person being towed, or a mirror providing the operator a wide field of vision to the rear.

Prohibits wake surfing at speeds greater than slow-no wake within 200 feet of shorelines, docks, swimmers, swimming/diving rafts, or moored, anchored, or nonmotorized watercraft.

Restricts wake surfing to watercraft powered by a propeller located forward of the transom or swim platform, or powered by a jet drive.
