The Professional Educator Licensing and Standards Board must award competitive grants to increase teacher candidates of color or American Indian teachers meeting Tier 3 license requirements.

Grant eligibility is limited to public or private higher education institutions offering teacher preparation programs approved by the Professional Educator Licensing and Standards Board.

School boards may offer hiring bonuses to new employees, including teachers licensed in or working in shortage areas as defined in statute.

School boards must establish repayment criteria for hiring bonuses if an employee does not complete two years of teaching in the district.
